D.C., Virginia sue to block Trump's 250-foot arch

The governments of Washington D.C. and Virginia asked a federal court to block construction of President Trump's planned " triumphal arch ," claiming it's unlawfully tall and would snarl traffic for years. Why it matters: It's a last-minute gambit to stop construction before the multi-year project begins, potentially as soon as this coming week. What they're saying: " This project is flagrantly unlawful," the two governments said in a Saturday filing in D.C. federal court, first reported by the Washington Post. "During the three-year period of construction, the Arch project will inevitably snarl traffic between the jurisdictions, produce pollution and stormwater runoff in the Potomac, interfere with emergency services, and pose numerous other challenges," they argue. They further claim that the defendants — the National Park Service and the Interior Department — have rushed the project without the proper consultations. The city and state are asking a judge to issue injunctions to stop any site preparation or construction on the project. Zoom out: The proposed 250-foot arch would be one of the largest such monuments in the world, sparking concerns that it could interfere with other national symbols, block views and even complicate landings for pilots at nearby airports. (The FAA found otherwise.) The Park Service's own August report indicated the construction of the arch would have adverse effects on nearby monuments and landmarks. The other side: The administration has argued it will be a major tourist attraction — but also vital to national security, serving as a base for snipers and drones. The White House was not immediately available to comment Saturday on the D.C. / Virginia petition. What's next: A federal judge held a hearing Friday on a separate challenge to the arch, and indicated she may block construction at least temporarily.

Manchester United crisis deepens with Chelsea defeat and Martínez red card

Get ready for another week of agonising over the sorry state of Manchester United. The legends of old will rage, clips of a fuming Gary Neville will fly around social media, the airwaves will reverberate with complaints from angry supporters and by the time United play again there is every chance a new manager will be in the dugout. There were echoes of Erik ten Hag’s final game in charge as the walls closed in on Michael Carrick at Stamford Bridge. United missed a series of golden chances when the scores were level, just as they did when Ten Hag lost to West Ham a day before his sacking two years ago, and Chelsea made the most of the reprieve after initially delivering a performance so bad it had you worrying for the nascent Xabi Alonso project. France's Nunez warns of high risk during protests

France is bracing for a third consecutive weekend of protests, with around 70,000 security personnel deployed to prevent a repeat of the violence seen on October 17. Shops have boarded up their premises as authorities warn of further clashes, with Halloween celebrations adding to security concerns over masked demonstrators. The protests, involving Yellow Vest activists, trade unions and students, initially focused on the rising cost of living, inequality and poor school conditions, but have since expanded to include demands for greater civil liberties and the right to protest. The demonstrations come six months ahead of presidential elections, amid a tense political climate and growing support for the far right. Authorities have restricted marches in several cities, while Paris police have only authorised a demonstration on the capital's outskirts. Curfews have also been imposed in parts of Paris as officials seek to prevent further unrest.

How North Korea perfected the crypto heist

The world's biggest crypto heist is the latest feat by North Korean hackers who have spent years perfecting an arsenal of financial theft, social engineering and sophisticated cyberattacks. Why it matters : The suspected North Korean hackers behind the $6.3 billion Binance theft appear to have combined familiar hacking tactics with extraordinary speed and automation — raising fresh questions about how AI could supercharge their already sophisticated operations. Driving the news : Binance said late Thursday that its blockchain partners have frozen at least $3 billion of those $6.3 billion assets on-chain so far, and it believes the hackers gained initial access by compromising one engineer's laptop alongside other "points of breach." Several blockchain investigation firms have tied the hack to TraderTraitor, a group linked to the North Korean government's Lazarus Group collective. Binance co-CEO Richard Teng said in a video on social media Friday that the attackers also used a "self-destruct mechanism that destroyed tooling and traces" as they went, making it more difficult to investigate what happened. "This was a complex attack," he said. The big picture: North Korean government hackers have spent more than a decade carrying out financial heists and disruptive cyberattacks, and they have turned cryptocurrency theft into an industrial-scale operation. In 2016, hackers attempted to steal nearly $1 billion from Bangladesh's central bank, successfully making off with $81 million. In 2017, North Korea was blamed for the WannaCry ransomware outbreak , which disrupted hundreds of thousands of computers across more than 150 countries. In recent years, the country has intensified its focus on pillaging crypto exchanges in part because the digital assets can more easily be transferred and laundered across borders — although those attacks tend to leave more of a paper trail. The same North Korean hacking group, TraderTraitor, also set the last record for the world's largest c

Trump beware: US voters are concerned about government corruption

Alleged self-dealing by the president and his allies doesn’t look so good as corruption emerges as a key issue for midterm voters Government corruption a top issue for US midterm voters, exclusive poll finds Voters under 50 probably won’t remember the “ welfare queen ”. But she once embodied Republicans’ claim of the underlying reason for US societal decay: the poor are a bunch of fraudsters. Ronald Reagan introduced Linda Taylor to US voters at a rally during the Republican presidential primary season in 1976. A resident of Chicago’s South Side, Taylor had been arrested for welfare fraud. “She used 80 names, 30 addresses, five phone numbers to collect food stamps, social security, veteran’s benefits for four non-existing deceased veteran husbands,” Reagan said. “Her tax-free cash income alone has been running $150,000 a year.” The Qatari government gifted him a luxury jet , potentially violating the emoluments clause of the constitution. The UAE gained access to some tightly guarded, high-end American AI chips soon after an investment firm linked to its ruling family secretly bought a $500m stake in World Liberty Financial, the crypto company funded by the families of Trump and his chum Steve Witkoff. Rich people facing criminal charges have taken to donating to Trump’s political operations and then seeking pardons or clemency. Most recently, Wanda Vázquez Garced , the former governor of Puerto Rico, and the banker who paid her bribes, Julio Herrera Velutini, were pardoned after Velutini’s family gave a $50m deal to Alina Habba, Trump’s former personal lawyer, and donated $3.5m to Trump’s Maga Inc Super Pac.
